XCC(81)76 entitled "Proposed Development of DD126 Lot 665 Tin Shui Wai", Members noted "that further consideration would be given to the suitability of Deep Bay as the site of a new airport". This was because the recent study of the develop- ment potential of the North Western New Territories (NWNT) had suggested that the sub-region could absorb an additional 1.0 million persons by 1996 and that the high capacity trunk road and rail connections for this increase in population could be provided and extended to new port and airport facilities within the area (and to the economic zones at Shenzhen and Shekhou) at no insuperably high cost.

It was also becoming apparent that the competition for resources during the current decade was such that in macro-planning terms it would probably be necessary to choose between either an airport at Chek Lap Kok involving inevitable substantial development of North Lantau or the substantial development of the NW New Territories. If the final decision was for the latter, then it might be possible also to incorporate an airport at Deep Bay. It might however be difficult to go ahead with both the NW New Territories minus airport and North Lantau plus airport at the same time.

Consequently, consultants were retained to carry out a preliminary investigation lasting four weeks on the feasibility of locating an operationally acceptable airport in Deep Bay and to determine what effects an airport there would have on proposed development projects in the NWNT. The study was conducted by the Government's consultants for the CLK studies and the consultants for NWNT development studies.

to define reasonable runway locations and alignments which would minimise the effects on development of the NWNT;
