5.6.1 APPROACH:
The travel demands generated by a replacement airport at Deep Bay were based on the estimates made by RMP Encom for Chek Lap Kok (CLK)
(1). Adjustments were made to reflect location, network, and land use differences, and the result- ing projections were agreed with RMP Encon.

Travel forecasts were prepared for 1990 and 1995 for an average day and a design day. For a design day the passenger and crew travel volumes exceed the average day by 30%. The hourly variation through the day devised by RMP Encon was applied to identify the peak demands on the transport net- work. An appraisal was made of the impact of airport travel demands on the Territory transport system in the morning and evening peaks, and of the network requirements to handle peak passenger flows to and from the airport during the day.
The 1995 daily design day total person trips estimate of 278,700 for CLK was redistributed using the same purpose classifications of passenger/ greeter/well-wisher, crew, cargo, employee, and other. The number of passengers to and from urban Kowloon and Hong Kong Island was assumed to be the same as for CLK. The remainder were distributed on the basis of population. The distribution of employees was estimated using the Strategic Traffic Model developed for the NWNT Study. The proportion of airport employees drawn from the NWNT and Tuen Mun sub-region varied from a half in the Base Strategy (sub-regional population of 1.031 millions), to three quarters in the full Major Growth strategy
(sub-regional population of 1.711 millions).

The person trips were allocated to modes using the CLK modal splits as a framework and making appropriate adjustments to allow for network differences. The networks for Deep Bay did not include high speed ferries. Three interurban rail options were con- sidered and also a light rail extension from the
