Approach and Assumptions

The approach adopted here is based upon the two principle options for runway alignments that have been described previously (section 2.3.5), namely:

i)

ii)

Tandem runways, one parallel to the Deep Bay coast, and one at an angle to the Mong Tseng peninsula.

Parallel runways, both at an angle to the Mong Tseng peninsula.

Limitations of time prevented any more runway alignments from being considered, but it is understood from RMP Encon that various con- straints (notably airspace restrictions over mainland China, topographic features, and con- struction limits in Deep Bay) severely restrict the number of potentially feasible options. It has been accepted therefore for the purposes of this evaluation that, without relaxation of these constraints and without further study, the two runway configurations examined are the best that can be put forward at this stage. Perhaps the most flexible of these constraints is the line determining construction limits in Deep Bay and comment has been made by the Director of Engineering Development in this respect. The effects of relaxing this con- straint have not however been examined here.

5.2.2 Having established the feasible runway confi-

gurations, a brief appraisal of the more obvious and direct effects of the airport has been undertaken under the following headings:

i)

Effects on existing and committed develop- ment in the North West New Territories, and upon its environment generally.
