Additional airport land would be required (about 140 hectares) to protect the Scheme "B" runway development option. This land would be of limited facility development potential, difficult to access, and disadvantageous to tenants. Taxi distances would be generally increased. More fire/rescue facilities would be required.

Noise exposure areas will generally move to the west correspondingly, with some exceptions. In particular, the exposure area lying underneath the flight track which turns south between Yuen Long and Fairview Park will decrease its southerly extension, rather than move west, since the turn must be made in that location to avoid high ground to either side. The 25 NEF contour would be expected to fall just short of San Tin for the initial operating assumption (Figure 3-2), reach past San Tin if the early turn were eliminated (Figure 4-1), and fall somewhere between in the case of the northeast nighttime departure restriction (Figure 4-2).

Areas to be safeguarded within PRC territory would be somewhat larger, worsening the potential problems of control of obstructions.

Reductions in the number of northeasterly departing aircraft permitted to make an early turn south in the vicinity of Fairview Park will tend to increase exposures in the San Tin area, and vice versa. Elimination of the turn stretches the 25 NEF contour into the Northeast New Territories toward Fanling. Shifting nighttime operations will have a greater effect than shifting daytime operations.

Shifting northeast operations to the southwest when winds permit will markedly reduce exposures in the entire northeast area, although the resulting adverse effects operational procedures may be intolerable.
