Thank you for your letter of 15 January. I must apologise for not keeping you better informed about developments here.

As far as the Deep Bay sit is concerned, the study mentioned in David Wilson's letter of 11 September was submitted to Government last autumn.
I enclose a copy. You will note that it is a "preliminary" study (despite its bulk). This is because it was decided that what was

needed was a quick study lasting only a month in order to see (13 determine whether a more detailed investigation would be justified.

The Consultants' report has not settled the argument. Some of its conclusions have been challenged and opinions within the administration are divided as to whether more detailed examination of the Deep Bay option should be undertaken or whether energies should now be concentrated on Chek Lap Kok. Broadly speaking the civil aviation, political and security considerations appear to favour Chep Lap Kok but there are developmental arguments for Deep Bay. The Chief Secretary is planning to hold a meeting this week to consider where we go from here. I will let you know the result.

I shall write separately in due course on the question of possible Chinese financial participation. The short answer is that we have not taken our thinking on this aspect much further forward.
