3.8.1
AIRSPACE MANAGEMENT

For the purpose of this study it has been assumed that airspace management proposals for the CLK airport would be retained. In particular the holding areas based on the Cheung Chau and Tathong Point VORS remain, as will the need for a VOR at Lung Kwu Chau. Two additional VORS will be required in the San Tin area. One to provide departure and approach guidance for runway F1 and the other for F2 at a future date. The need for the proposed Tai Lam Chung Reservoir VOR has not been decided but it may have a use in "tightening up" the obstacle accountable domains associated with tracks in this area. A new approach radar site would need to be selected.
3.8.2
Terminal Control Zone and Area
The design of
of a
terminal control zone and area will prove most difficult in fullfilling the function of protecting aircraft from conflict from the north. The nearest point of PRC is only 800M north of runways F1 and D tracks and if the border is the limit of the CTZ/CTA the remaining area is completely inadequate to provide the protection required. Radar may be used to provide border surveillance but difficulties are foreseen in deciding what action to take with
an aircraft at a fairly low height - during an approach for instance if conflict exists with an aircraft under PRC control, unless effective ATC co-ordination is established. Ideally, controlled airspace should extend 5NM north of runway F1's extended centre-lines.
The Royal Air Force current requirement for tactical freedom for helicopters in the border area
up to an altitude of 500 feet AGL could create conflict with airport operations in the near border area. For example, an aircraft approaching from the ENE will be at 1300 feet AGL east of San Tin and 600 feet AGL in the West Border Area, (See RAF
(See RAF letter comments at Tab 10).
The controlled airspace in the sector to the east through to south of the airport would need to be carefully thought out to provide a reasonable degree of freedom for Sek Kong operations and to ensure that the lower limit of the control area over Sek Kong is not overly restrictive.
3.8.3 Operation of General Aviation Aircraft from Sek Kong
A proposal to operate general aviation aircraft from Sek Kong will pose problems, especially for ab initio training. The only obstacle clear area under poor weather conditions is towards Deep Bay - and this could well be the bolt-hole" if cloud is inadvertently entered when flying around Sek Kong. It was suggested that if the Deep Bay airport is built fixed wing aircraft should be based there and not at Sek Kong as is currently planned on closure of Kai Tak. The Consultants consider that ab initio training cannot safely take place at an international airport, especially at
airport, especially at a Deep Bay site, without severely curtailing public transport capacity, although there should not be
be a complete ban on normal GA flights.
