RUNWAY CONFIGURATION/ALIGNMENT
Studies leading to identification of reasonable runway alignments and air routes, their initial noise exposure indications, and construction cost implications are described below. Later iterations to consider noise reduction are at Section 4.
3.1 PLANNING ASSUMPTIONS/CRITERIA
The timescale of this study required that certain planning assumptions and criteria, most of which have been agreed during the Chek Lap Kok (CLK) investigations, be assumed applicable to Deep Bay site. These assumptions were agreed by the Steering Group:

Aeronautical Studies Planning Assumptions
a
Two runways are required, (each 3700M long with 300M clearways, zero slope, and nominal 10M APD elevation) to serve the 1995 forecast mix of aircraft at a traffic rate of 52 aircraft movements in the busy
in the busy hours, and 448 movements in the Design Day,
The airport must be
be capable of operating 24 hours a day with ceilings as low as 100 ft. and/or runway visibility as low as 400 meters,
Intended centrelines of approach, missed approach, and departure tracks northwest of the site area may be designed to pass relatively close to the PRC border, giving rise to broad estimates of statistical probability of incursions into PRC airspace,
The airspace organization and structure developed for CLK is assumed essentially unchanged for the Deep Bay site, for convenience,
Airspace management studies generally consider Sek Kong operations and the Castle Peak firing area,
Operational criteria relating to obstacle environments, procedure acceptability by operators, and navigation systems is drawn from related work for the CLK airport, supplemented by brief investigations assisted by Cathay Pacific Airways,
The possibility of development of another airport in the Deep Bay vicinity is not considered, and
Capacity indications for the systems considered are drawn from related work for CLK.
Approach/Departure Planning Criteria
Approach tracks are designed so that the ILS capture point is at a minimum distance of 8n.mi. from ILS touch-down,
