Apart from the links into the airport, an airport at Deep Bay would not require any additional road infrastructure over and above that which will ultimately be required in the area though it would bring the road programme forward by about 2 years. Unless the proposed trunk route formed by the Yau Kom Tau bridge and the West Kowloon Expressway is constructed by the opening of the airport in 1990, airport traffic will experience delays in the congested Tsuen Wan West Kowloon corridor. This potential problem is common to an airport at both Deep Bay and at Chek Lap Kok. An airport at Deep Bay could, however, access urban areas on trunk roads via Shatin. It would be desirable to provide a direct segregated public transport link into the airport on opening.

RMP ENCON also believes that it would be desirable to provide the proposed Northwest New Territories Yau Kom Tau tunnel on opening of the airport. While it would not be essential for traffic capacity reasons, the tunnel would help to alleviate the perceived remoteness of the airport site and would facilitate the movement of
of airport cargo and supply trucks which initially would remain oriented to urban area origin-destination points.

Significant expansion of a Deep Bay Airport beyond 1995 requirements involves final approach routes overflying the island of Nei Ling Ting,
The operators may be required to accept a degree of vulnerability of air access to an airport in which they
will be expected to bear financial burden,
Assurance of some degree of control of obstructions beyond territorial boundaries may be necessary,
An acceptable risk of extra-territorial flight excursion would need to be defined,
Coordination of airspace management (if other airports are developed in the area) could be required,
In general, if operational capacity is not to be significantly degraded, minimizing noise exposure in the San Tin area tends to increase exposure in the Fairview Park area, and vice versa,
It is probable that some existing residential development will be within the 25 NEF contour,
It is uncertain to what degree the Mai Po marshes represent a bird hazard, and
The consequences of bringing road improvement programs in the area forward by about two years require
