At some stage, perhaps when we clear the annexes in final form (or later if we are too pushed), Dick or Alan Donald ought to thank the contributors in other Whitehall Departments.

As you know, a set of the annexes is going to Hong Kong this weekend and at the time of writing I am hoping to arrange to send by telegram in advance just the annex on Currency and Finance.

Elizabeth has kindly made 7 or 8 extra copies of each annex. These should be distributed as soon as possible as follows:
