1. Sir A Acland's minute of 29 July to PS/Lord Belstead referred to a number of annexes to the main document which would cover the relevant aspects of British administration, set out the present situation, discuss the changes that could be complicated and describe the difficulties which might flow from change either in Hong Kong or the United Kingdom. I attach drafts of 9 such
annexes on:

a) the constitutional position of Hong Kong;
b) defence and internal security;
c) external relations;
d) citizenship, nationality and immigration;
e) the legal system;
f) currency and finance;
g) external trade;
h) air services and shipping;
i) New Territories leases.
I propose to pass these annexes and the main document to Lord Belstead on the evening of Tuesday, 24 August, and to submit full draft versions to the Secretary of State via Mr Giffard by close of play on Friday, 27 August. Copies have already been sent to the Governor of Hong Kong. I would, therefore, be grateful for any comments that you may have as soon as possible, and at the latest by close of play on Wednesday, 25 August.
