Hong Kong have only been able to comment in detail on
certain of the Annexes because of pressure of time. We have just
received further comments. Many of these have already been
overtaken in redrafting. If there are other substantive points
which would necessitate revision before the paper goes to the
Prime Minister, I shall submit urgently.
7.
Meanwhile, Lord Belstead may wish to pass the paper
to the Secretary of State with his comments and with a draft
minute to the Prime Minister (suggested draft attached).
