Both we and the Chinese Government realise that no
arrangement could work if it did not accord with the wishes
of the people of Hong Kong. I shall be discussing with the
Governor how those wishes can best be consulted.
[For use in Hong Kong] My visit here has given me a clearer
idea of what the people of Hong Kong want. It has been
very useful.
