Baker said that his impression was that the Chinese would want something in return for some arrangement about the future. Did we know what they wanted? The Governor said they would want something on sovereignty. But this was not new: their position had been clear for many years and was not cause for great concern here. Baker did not ask what HMG's response would be.

Senator Baker agreed not to repeat the views the Governor had expressed in talking to the press. The Governor said he had no objection to their being passed on to the President or the Secretary of State.
