Chinese leaders have repeatedly gone on record as saying that

Hong Kong has a vital part to play in China's modernization drive

and that Hong Kong should maintain its status but that the

sovereignty of China must be safeguarded. China's policy is

therefore quite clear but where do we go from here? Chinese and

Western ways of doing business can sometimes differ markedly in

approach but in this case the goal is the same. Some one must

make a definite move; whether Britain or China will make the

first move remains to be seen. I am personally very optimistic for the future of Hong Kong as I feel sure that it could soon be solved by dialogue.
