On the independence option for Hong Kong, I am frankly certain that the Chinese would not even consider this as a starter, whether it is economically feasible or not. They regard the whole Territory as an integral part of China and as a matter of principle I do not believe they could possibly conceive of any part of it being independent.

e) Your paragraph 7:

An option based more closely on the Taiwan formula is one of those on which we are currently working. We will if we may seek your further advice on this in due course. In the meantime you may like to have the attached text of the 9-point proposal for Taiwan to which the Chinese frequently draw our attention in the Hong Kong context.

With the Prime Minister's briefing in mind we will now prepare a simplified 'options' draft, which we will clear with you.
