which you may need to decide is whether a mention to the Chinese of the possibility of independence for Hong Kong would either so enrage them as to prejudice further negotiations, or would be likely to encourage them to consider more favourably the other (and in their eyes less unpalatable) options which we were offering, and which we would indeed ourselves prefer.
