CHINESE STATEMENTS ON HONG KONG

MARCH TO MAY 1982

DSR 11C

10. Gu Mu told Mr Bremridge, Hong Kong Financial

Secretary on 10 March during the latter's visit to

Peking that the basic principles of a solution for Hong

Kong and Macao already existed. Spoke of a concrete

solution in the not too distant future.

11. Wang Kuang, Director, NCNA', told the retiring

Governor, Sir Murray MacLehose on 8 April that Hong Kong

would be a special place, different from China but

within Socialist China. It should have a fully convertible

currency. It was different from Taiwan but Ye's 9

principles could apply principles 3 and 4 were the most

important. Neither side should do or say anything which

could harm Hong Kong's prosperity or stability.

12.

Deng Xiaoping asked Mr Edward Heath during a call

on 16 April whether he thought we could base ouselves on

the spirit of the 9 point proposals for Taiwan as applied

to Hong Kong. To involve: Chinese sovereignty over Hong

Kong, but Hong Kong managed by its resident inhabitants;

Hong Kong would remain a free port and financial centre-

'various systems' would remain unchanged; could use the

name of 'Hong Kong-China', if China did not recover her

sovereignty she could not be accountable to her own

people.
