SECRETARY OF STATE'S VISIT TO PORTUGAL: MACAO/HONG KONG

1. This visit, postponed from last April, is now confirmed for 24 to 26 June 1982. SED will shortly be calling for briefs.

2. You will recall that before Lord Carrington's proposed visit was shelved, we were considering the idea of trying to find out from the Portuguese more about their discussions and supposed 'private agreement' with the Chinese over Macao which are believed to have preceded the establishment in 1979 of Sino-Portuguese relations (the attached 4 telegrams refer).

3. I understand that Dr Wilson will be accompanying the Secretary of State. Given his deep knowledge of the background he might be best placed to approach Portuguese officials on this subject. Alternatively, the Secretary of State could

raise it.

4. If you and others (eg, FED and SED) agree, then we could check again with Lisbon, Peking and Hong Kong and then brief Dr Wilson (or the Secretary of State) accordingly. For this purpose the attached note on Macao, drafted by Dr Wilson in April 1981, would provide a convenient starting point.
