SIR Y K PAO'S CALL ON THE SECRETARY OF STATE

1.

Sir Y K Pao is calling on the Secretary of State at

12 noon on Friday 21 May. I attach a brief. FED concur.

Mr Thomson (FED) and I will attend.

2.

A side copy of the brief is being provided for Sir Y K's

call on Lord Belstead at 09.30 on the same day.

3.

Since there is very little new to say to Sir Y K since

his call on Lord Carrington on 16 March, I think the Secretary

of State should confine himself mainly to listening.

4.

As the Secretary of State is aware, Sir Edward Youde

takes up the Governorship of Hong Kong with effect from 20 May.
