HMA Peking concerned at signs of hardening Chinese attitude to British administration. Strongly urges he explain to MFA that we
cannot accept the Deng to Heath ideas.

question of what concessions we would make. We have no decision on sovereignty etc yet. Briefing of businessmen and others may be possible if done discreetly. Need to make Chinese Government see that HK Chinese need
