Recent Developments

HMG has tried gradually to draw Chinese

Government attention to problem of uncertainty.

Chinese reluctance to tackle. In 1979 Chinese

rejected a proposal to allow Crown leases to run

on beyond 1997. Since then relied on assurances

to investors to put hearts at ease. But

by Mr Atkins' visit in January 1982 much more

aware of urgency. Said would study, discuss

with various circles in Hong Kong.

Emphasised China's sovereignty but need not

to alter Hong Kong's status as free port

and commercial centre. Drew attention to Nine

Point Proposal on Taiwan and policy in special

economic zones. Essentially autonomy under

Chinese flag.. New Chines constitutin allows for Specially administerel regions

In further discussion with Mr Heath

in April Deng Xiaoping carried this further.

Indicated that Chinese were thinking of Hong

Kong as an autonomous zone within 'Socialist

China'.

Present institutions would continue but no sign

that he saw British administration in charge.
