to start negotiation forthwith with the Chinese Government on Hong Kong's future;

to bring to the notice of the Chinese Government the wishes of the great majority of the people of Hong Kong who prefer Hong Kong after 1997 to be governed under British Administration as

expressed in the opinion poll;

to emphasize that confidence is ebbing in Hong Kong very quickly and there is no remedy unless Hong Kong's future could be resolved within the next two years.
