I have now seen two reports of statements by Hong Kong officials that disinvestment from Hong Kong is gathering momentum. One is the recent letter from Mr Atkinson in which he says that Mr Bremridge said that disinvestment was taking place. The other is UKREP Brussels telegram reporting on Mr Dorward's discussions on the MFA. Dorward is reported to have said that worries about 1997 were already leading to disinvestment.

Have we got anything more concrete on this at this end? If not, we should enquire of Hong Kong exactly how they see matters standing at present. I think, given the underlying problem, that we should probably put our enquiry through the Political Adviser. Grateful for advice.
