5. Sir Y K Pao reported that Vice-Premier Gu Mù told him in Tokyo (in December 1981) that the question of sovereignty was "all-important". The Chinese Foreign Minister (who was with Gu Mu) added, according to Sir Y K Pao, that it was for the British to suggest solutions.
