We of course agree that if Teddy is invited he must
With regard to timing, we do not think people here would think it the least bit odd for him to visit Peking to warm up old contacts pretty soon after his arrival here. But I think not before mid-July. If such an invitation is issued it therefore suggests it should be accepted for some time between mid-July and mid-August. From mid-August on he will be heavily involved with the drafting of his Legislative Council speech, which falls to be delivered in early October. It will have to be ready before the Prime Minister's visit.

While a visit by Teddy soon after his arrival could be presented as a familiarisation, it would certainly be assumed that he was in some way sounding out for the Prime Minister. I do not see any harm in this provided he does not admit it. Subject to Percy Cradock's views, I think it would provide an excellent opportunity of discovering how far Chinese thinking had progressed and thus be able to give a steer to the P.M.
