Prime Minister's visit. But do not expect final solution then and

important not to raise expectations. Will discuss again with Chinese

when they are ready.

INVITATION TO VICE PREMIER GU MU TO VISIT UK

3. Lord Privy Seal repeated invitation in January. Now for Chinese

to decide whether to accept. Not for us to interfere in their

internal discussions about when this and other outstanding invitations

should be taken up. But HM Ambassador will pursue as appropriate.

SOFT LOAN TO CHINA

Understand Sir Y K saw Chancellor of Exchequer this morning.

Officials are considering. But our aid programme is very stretched.

Unlikely that we can compete with the Japanese.

5. Can Sir Y K raise funds privately?

[If possibility of Hong Kong Government involvement is raised]

5. Cannot commit Hong Kong. they would need to consider very care-

fully. Not involved in this type of loan before. Have Chinese

Government in fact suggested this idea?
