Sir Y K Pao

I understand that Sir Y K Pao is having breakfast with Sir Geoffrey Howe tomorrow. He is seeing Lord Carrington at 11 am and I attach a copy of the brief for that meeting which the Chancellor might like to look at. I also attach a note on the future of Hong Kong. Sir Geoffrey will appreciate the sensitivity of this subject and the need to avoid discussing details with Sir Y K, not only because he is likely to tell the Chinese what is said but also because of the Prime Minister's autumn visit to China and Hong Kong.

I would be most grateful if you would telephone me immediately after the meeting to let me know of any important points Sir Y K raises.
