You may possibly not have noticed the

reports in the press recently of a survey undertaken by the Reform Club here on "The Future of Hong Kong After 1997". We anticipate that the Club will seek as much publicity as they can attract for the publication of the results at the end of the month, and this would appear to be borne out by the attached press release. Unless there is any particular reason for doing so, we do not propose at this stage to comment on the results. have been of course one or two other surveys on similar themes, and no doubt there will be more in the months to come. While the timing of this exercise does not appear to be specifically related to a push by the Reform Club to register supporters for the District Board elections, they would no doubt see it as assisting their electioneering.
