LAUNCHING OF SIR Y K PAO'S LATEST SHIP
Problem
1. Whether the Secretary of State should accept Sir Y K Pao's
invitation to attend the launching by the Prime Minister of his
ship 'UNITED EFFORT' in Sunderland on 12 March.

2. I recommend that the Secretary of State need not accept
this invitation and that you reply on the lines of the attached
draft.
Background and Argument
3. The Prime Minister has agreed to officiate at this ceremony.
Since the Secretary of State will be seeing Sir Y K in his office
on 16 March and has calls by overseas visitors on 12 March the
invitation can be declined.
