of the Lord Privy Seal's visit to Peking and on contingency

Recommendation

2.

I recommend that the Secretary of State should write

to the Prime Minister as in the attached draft attaching

the draft contingency paper.

Background and Argument

3. This submission is a sequel to the earlier submission

of 3 December 1981 (copy attached).

Since then:

a) The Prime Minister has agreed in principle to visit

China, Japan and Hong Kong between 16 and 29

September 1982;

b) The Prime Minister has asked the Secretary of State

for his further thoughts in due course on the Hong
