The following summarises the LPS's views on submission and paper.

2. He is content with the general form of the submission and the minute to the PM. However he thinks that the options paper is somewhat out-of-date and needs to be tightened up to make it more relevant to the PM's visit. He would like this done by omitting paragraph 12 of the paper and instead inserting in the introduction, probably as a new paragraph 2, the attached passage.

Paragraph 9, sentence 2: Re-word:

'An alternative possibility is that the Chinese may be ready to enter a dialogue without such a threatening incentive. There have been some signs of this, eg during the visit of the LPS in January 1982'.

b) Paragraph 10, second sentence: Delete 'to be credible'.

c) Paragraph 10(D) (heading):

1 Delete this defined as

15 years'. Substitute: 'A possible minimum period would be 15 years',

In addition, we should insert in the submission the attached draft regarding intermediaries. This should go in as anew paragraph 10.
