1. We are now almost ready to send our draft sliding scale to Peking, Hong Kong and the Attorney-General's Office for their comments.

However, Mr Rushford, in his minute to me of 15 January, has pointed out an ambiguity in our phraseology at Annex A. The wording as it stands suggests that unless either side gives 15 years notice the NT lease will run out in 1997.

3. Bearing in mind our desire to avoid mentioning either

'sovereignty' or 'British administration' I wonder if something on the following lines would be clearer:
