DRAFT AMENDMENT TO ARTICLE XIII OF THE HONG KONG LETTERS PATENT 1917

Article XIII of the Hong Kong Letters Patent, 1917 (as

amended by Article 2 of the Hong Kong Letters Patent, 1960) is

amended by the insertion after paragraph (4) of the following

new paragraphs:-

"(5) It is hereby declared, for the avoidance of doubt,

that (except as otherwise expressly provided to the

contrary in any such Instructions or laws as are referred

to in the preceding paragraph) the Governor, acting in

pursuance of paragraph (1) of this Article, has power

(subject to the following paragraph) to grant leases

of land of such duration as he may think fit.

(6) No lease of land in the New Territories shall be

granted in pursuance of paragraph (1) of this Article

for a term exceeding [twenty five] years."
