FUTURE OF HONG KONG

As follow-up to Mr Clift's minute of 24 December 1981 (paragraph 6) and in the light of yesterday's meeting, I have had a go today at first drafts of:

a) a submission on the visit of the LPS/the Future/the PM's visit.

b) a letter from the Secretary of State to the PM on the same subject.

2.

Before being sent to the PM it seems to me that we still need Ministers to agree our Contingency Paper. It did not, I think, go all the way up with the final version of our last submission on the subject.

3.

I have mentioned only briefly Sir Y K Pao's 'soft loan' idea.

It seems to me that 'economic levers' might merit a separate submission. In any case, FED will need to do some work on this point before we can offer any useful comment.
