If Sir A Jolliffe were to visit Japan in August 1983 we would not wish to make a bid for him to stop over in Hong Kong; August is a difficult month for Hong Kong to receive visitors: the weather is unpleasant and many people are likely to be away from the Territory on holiday. However, if Sir A Jolliffe were himself keen to visit Hong Kong, the Hong Kong Government would, of course, be happy to arrange a suitable programme for him.
