6. I understand that there is a word processor in the

Secretariat, used for purposes such as preparing drafts

of the budget speech etc. This equipment seems to have

been acquired without consideration of all the Tempest

aspects.

On the staff side, the following points arose:-

(a) Mr Day suggested to me that the C01, working

for the Hong Kong Government, had more responsibility

than the comparable officer did in UKMis New York.

(6) I encouraged Mr Mason (PAS(S)Ops) to encourage

the CSB staff to feel that they could turn to him. It

was however clear to me that the relationship between

Mr Day and his colleagues and Mr Mason was already a

good one.

(c) Mr McMurrie raised with me the point that it

would be helpful if training arrangements in Cypher and

Signals Branch could provide for better documentation.

It was not altogether satisfactory if 10 different C01s

taught a collection of different C02s, since inevitably

this led to 10 different versions of what was required.

He also suggested (as apparently he had to Mr Brown

last year) that it would be helpful for C&SB staff to

get a week's refresher training when they returned from
