Continuation Ltd, has sent to Mr Manzie, DOI, copies of the

draft speeches that Lord Kadoorie and Mr Strachan of Esso

propose to make at the Opening Ceremony of Castle Peak 'A'

Power Station on 28 September.

I do not think that there is anything in them that

would make us suggest any alterations to the speech drafted

by Planning Staff and already submitted to the Prime Minister,

but No 10 may be interested to see them. I attach a draft

letter.
