LUNCH AT CHINESE EMBASSY

Liang Geng, Counsellor at the Chinese Embassy and at present in charge, invited Mr Thomson and myself to a ''working lunch' today. There appeared to be no major message which he wished to put across, but in the course of conversation about the Prime Minister's visit he made a point of saying that the Chinese Government had understood and appreciated the message put across by Sir P Cradock on the handling of the discussion of Hong Kong (presumably as reported in Peking telegram number 486); China thought that this approach would be entirely appropriate.

He did not go into any more details.

Liang Geng also spoke of the statement by Hu Yaobang to the Party Congress on foreign policy in terms which made it clear that the assessment given by the Embassy in Peking telegram number 503 was right; there had been no substantial change in Chinese policy towards the Soviet Union, and the ''deeds rather than words'' philosophy was still in force. We had the impression N that the Chinese Embassy had received guidance on this point.
