In Lawrence's absence, I enclose

copies of the proposed speeches by Ian Strachan of Esso and Lawrence Kadoorie at the opening of the Castle Peak Power Station at the end of next month. This will enable you to draft the Prime Minister's remarks.

If you feel any changes should be made to either one of the enclosures please let me know as soon as possible. One minor point of controversy relates to the two principal Japanese contractors who were involved in the civil works, namely, Aioki and Kume gai Gumi. To name them enhances the international nature of Hong Kong and of the power station but I personally feel that in the circumstances of the opening we should keep it an all-British affair. Ian Strachan agrees.

If you feel the Japanese should be mentioned by name please let me know.
