1. No 10 Downing Street have asked that consideration be given
to amending the Prime Minister's programme in Hong Kong to allow
an opportunity for her to discuss the future of Hong Kong with
members of the business community.
Recommendation
2. I recommend that a letter be sent to No 10 on the lines of
the attached draft, proposing that such a meeting takes places on
27 September.

3. The Hong Kong Government has been consulted, and has proposed
that a meeting with businessmen
should be fitted into the Prime
Minister's programme on the afternoon of 27 September, and that
the meeting with the delegation from the Urban Council should be
moved to the morning of 28 September. They noted, however, that
they would need to confirm these proposals with the Governor after
his return on 10 September.
4. I do not think that more than 45 minutes is needed for the
meeting with businessmen, but an hour should be left for the press
conference. I therefore propose that the programme for the
afternoon of 27 September should be further amended to:
