autonomous region or a special economic zone, may, in the very distant future, be a feasible plan worthy of serious consideration, but in the less distant future, it is not a good plan as it would have too much of an unsettling effect on Hongkong. As to other proposals, they all have their advantages and disadvantages, and we do not propose to go into them here. We, members of the Hongkong Prospect Institute, having held a number of discussion meetings, have reached the tentative view that the most feasible plan is for a "Treaty of Friendship and Co-operation" to be concluded between China and Great Britain. This proposal is set out in the attached document "A Résumé of the Proposed 'Sino-British Treaty of Friendship and Co-operation"."
