1. Thank you for your minute of 31 August. I attach draft paragraph for inclusion in the Private Office letter.

2. I understand from PCD that Mr Thatcher's programme has already been approved by No 10 and I have included a sentence to this effect.

3. There are a number of points which PCD have taken up separately with No 10 which I presume do not need to be included in the Private Office letter.
