To reply to a letter from Sir John Burgh, Director-

General of the British Council, asking if the Prime Minister

would have time to visit the British Council in Hong Kong

during her visit there next month.

Recommendation

draft.

I recommend that you reply on the lines of the attached

Background and Argument

3.

The Prime Minister will arrive in Hong Kong in the

afternoon of 26 September and leave in the evening of

28 September. The outline programme which she has approved

is already tight.

4.

Mr Donald consulted the Governor by telephone who agreed

that there would not be time to fit in a visit to the British

Council. He will, however, invite the British Council

Representative to the reception for the Prime Minister at

Government House on 27 September.
