DRAFT PROGRAMME FOR PRIME MINISTER'S VISIT

1.

With reference to Hong Kong telno 876, we agree with the proposal that the Prime Minister meet a small delegation from the Urban Council (para 7 of TUR serial 3.0). Sir E Youde originally mentioned this in a telephone call to Mr Donald on 12 August. In the Governor's view this ought to be helpful in the context of "consultation" of Hong Kong opinion. I also confirm that we do not dissent from the rest of the revised draft programme.

2.

When replying to TUR could you please ask Hong Kong to let us know if they expect the delegation from the Urban Council to have any particular points to raise with the Prime Minister.
