Thank you for your letter of 14 July regarding the Prime Minister's speech for the Castle Peak 'A' opening ceremony.I attach a draft of the speech as requested.

You will see that on page three of the draft we have referred to the Prime Minister's having seen the site from the air. (Passage in square brackets). May I suggest that if it can be fitted into her programme, the Prime Minister should arrive at the power station by helicopter having had a short aerial tour of the site and transmission line under the guidance of Mr George Burdett (Balfour Beatty Project Manager in Hong Kong)

Perhaps you would care to put this suggestion to the Governor's office.
