DRAFT OF THE PRIME MINISTER'S SPEECH FOR THE CASTLE

PEAK 'A' OPENING CEREMONY

It is entirely appropriate that my tour of the Far East

should conclude with a visit to Hong Kong, in itself a

unique model of energy and economic driving force in

the region. I am very pleased, therefore, to participate

in Hong Kong's progress by performing the opening

ceremony of this major project.

Castle Peak Power Station is an impressive illustration of

the blending of British and Hong Kong skill, technology

and enterprise. It shows our co-operation at its best

and is a testament to the ability, drive and determination

of all those involved in it. I am particularly delighted

that it provided an ideal opportunity for the British

Government and British industry to work together and

produce a complete package for a project contributing to

Hong Kong's continued expansion and development.

There are two aspects which deserve special mention.

The first is the excellent working relationship that has

been established between China Light and Power and the

British companies involved. This relationship has enabled

any problems during construction to be resolved quickly

and satisfactorily.

The second is the commissioning of the first unit in

record time

all undertakings in the world could be carried out in such

a spirit of co-operation and with such a sense of purpose

and with such determination many of the problems facing

us all would soon be overcome.
