There is little mention of the involvement of Lord Kadoorie and CLP, and Exxon do not even get a mention.

It is not being used to advertise the ability of UK industry.

When we started the draft we informally approached No: 10 and were told that they had no strong views on the length of the speech. Because our proposal for a short press conference at Castle Peak was rejected our only alternative is to make the points we believe essential by way of the speech.

As I see it therefore we should either revert to the speech as we drafted or agree a press conference at Castle. Peak.
