PRIME MINISTER'S VISIT TO JAPAN, CHINA AND HONG KONG

I submit a draft reply from the Private Secretary to

HKGD agree.

Mr Coles's letter of 5 July.

2.

The Prime Minister has accepted the outline timetable of

meetings to discuss the future of Hong Kong and other matters

relating to the visit. The complete timetable is now as follows:

1100 Lord MacLehose sees Secretary of State.

21 July

23 July

28 July

1100

Lord MacLehose sees Prime Minister.

0930

Prime Minister's meeting on the future of

Hong Kong;

1500

Sir P Cradock calls on Prime Minister;

1530

Sir H Cortazzi calls on Prime Minister.

Sir P Cradock will be available for the meeting with the

Secretary of State on 21 July. The outstanding question is

whether Sir E Youde should be asked to come to London for any of

these meetings. I recommend that we should do so. We will

probably only have the period up to 5 August, when the Prime Minister goes on holiday, to complete her briefing and to get

decisions from her. I think she would benefit from all the

expertise we can muster. It would be right both for Sir E Youde

to attend the meeting on 21 July with the Secretary of State and

for us to suggest to the Prime Minister that Lord MacLehose, Sir E Youde and Sir P Cradock should all go to the meeting on

28 July.

3.

Since the Secretary of State did not have an opportunity to raise these matters with the Prime Minister on 7 July, I have included some suggestions for handling the dinner with the

Chinese Ambassador in the draft letter, based on the brief attached

to Mr Donald's minute of 1 July.
