1. I submit a self-explanatory draft Private Secretary letter to the Prime Minister's Private Secretary covering a draft of a letter which Mr Coles might send to the Chinese Ambassador on the Prime Minister's behalf answering points raised by the Ambassador during his dinner for Mrs Thatcher on 12 July. This has been held up pending ODA decisions on the paper the EX(0)

Committee suggested should be put to the Prime Minister on aid

for China. I understand that a draft of this paper is now awaiting Sir P Preston's attention.
