Prime Minister's Visit to Far East: Hong Kong

In my letter of 24 June I set out an outline for the Prime Minister's visits to Japan and China. I now enclose a telegram from the Governor of Hong Kong giving suggestions for that visit.

Hong Kong's proposals seem sensible to us. They include meetings with Hong Kong officials and with the Unofficial Members of the Executive and Legislative Councils (UMELCO). The latter will, of course, be particularly interested in the outcome of the Prime Minister's visit to China as it affects Hong Kong. The programme allows for the Prime Minister to discuss this with the Governor before seeing UMELCO who, in turn, will get their session before the Press Conference on the second day. There will, of course, be pressure from the media for contact with the Prime Minister before that but, since Mrs Thatcher will probably have given a Press Conference already before leaving China, I think that the arrangements suggested by Hong Kong are right.

For the rest, the programme will allow for a selective look at development in Hong Kong, including the opening of Sir Lawrence Kadoorie's Castle Peak Power Station. There is also a meeting with the Services although time does not allow for a visit to units on the border.

Two speeches are suggested, after lunch with Hong Kong businessmen and at Castle Peak.

I should be grateful if you would confirm that the Prime Minister is content with this outline so that Hong Kong can get on with detailed planning.
